Every eligible person who elects coverage is enrolled accurately, the correct premium or allotment is collected from the correct source on time, premium payments reach the carriers and administrators on time, and no covered individual experiences a gap in coverage caused by the contractor. Enrollment and money are reconciled completely at the individual level with each fedvip carrier, the fsafeds administrator, and the fltcip administrator, and program funds are safeguarded from receipt through disbursement. Customers have accessible, plain-language, self-service digital channels and prompt, accurate human customer service in english and spanish, with a live person always available as an option and translation services available for other languages as needed. The system is secure, privacy-protective, compliant with fisma and federal privacy law, highly available, authorized to operate under opm's security program, and scales for open season peaks. Agencies, carriers, payroll providers, and opm receive the education, support, and data they need; the contractor transitions in without disruption and transitions out in a way that lets a successor do the same. Fraud, waste, and abuse detection is supported within and across the three programs by identifying suspect activities and trends. See attached file.
