The Council reviewed updates on various city goals, including the bi-annual citizens survey, public art strategies, city-school collaboration, and economic development planning. The City Manager reported on food waste prevention initiatives and a recent grant award for the composting program. The meeting featured significant deliberation regarding a proposed Payment in Lieu of Taxes (PILOT) and a Municipal Services Agreement for a new affordable housing development. Council members raised concerns regarding the lack of established ordinances for such agreements, incomplete financial documentation, and architectural design specifics, ultimately requesting that the developer seek further alignment with city staff before returning for future consideration.
